Introduction: 


Youth constitute more than 50% of the Indian population. India has the largest youth population in the world. The share of the working-age population in India is larger than the non-working-age population. This high figure has been referred to as a window of opportunity for the growth and development of our nation, one that must be taken advantage of before it closes, given its effects on work participation and dependency ratios. This presents additional difficulties in terms of inclusive growth and the requirement to heal divisions. The need for this will go beyond sector-specific initiatives and call for a range of programming and interventions that target youth from several angles. If the country utilises this opportunity for demographic dividend efficiently, we can reach great heights in terms of innovation and economic growth. This makes it extremely crucial for the government to use this young population to its full potential. 


Youth contribute as critical thinkers by questioning norms, acting as change-makers through leadership in social activism, and driving innovation with fresh perspectives, fostering progress, and societal development. Here, special focus is paid to the youth population of a developing country because young people are:


  1. Critical Thinkers: Young people often tend to be curious, and question things. This gives them the ability to challenge already existing structures and policies.

  2. Change-makers: Youth activism is on the rise, all over the world. It has been witnessed that young people make good leaders, and are well capable of taking initiative.

  3. Innovators: Young people often come with a fresh perspective, and have a new way of thinking about things. They have better insights into new issues, of which the adults may be unaware. 

To utilise this youth population efficiently, it is essential that the economy has the necessary resources for increasing the labour force and that youth have appropriate education, health, and skills. India's focus on youth policies dates back to the post-independence era when initiatives aimed at education and employment were prioritized. Over time, policies evolved to address diverse needs, including skill development, entrepreneurship, and social welfare. If we look at the present Scenario in India, youth policies encompass a wide range of areas, including education reform, skill enhancement programs, and initiatives promoting entrepreneurship.


The government emphasizes digital literacy and technology-driven platforms to engage and empower the youth, recognizing their pivotal role in nation-building and economic growth. Challenges such as unemployment and mental health are also gaining attention in current policy discourse. The government of India makes significant investments in programmes focused on the development and well-being of the youth. Both the centre and the state governments take up these initiatives, in their capacities. 


India did not have any policies aimed at youth till 1987 in India. When the International Year of Youth was announced in 1985, a separate Department of Youth Affairs and Sports was created by the Government of India, the key agency for framing and implementing these policies/ programmes/ schemes.  A comprehensive National Youth Policy was adopted in 1988. The policy emphasised the need to create opportunities for the youth to develop their personalities and their functional capabilities. 


As a result, an array of policies was set into motion, all directed towards the betterment of the nation's youth. The National Youth Policy of 2014, in conjunction with programs like the Rashtriya Yuva Sashaktikaran Karyakram, National Service Scheme, Rajiv Gandhi National Institute of Youth Development, Prime Minister's Employment Generation Programme, and Pradhan Mantri Kaushal Vikas Yojna, collectively tackle essential dimensions of youth advancement in India. These strategies and initiatives are centred on equipping young individuals with skills, encouraging entrepreneurship, and providing avenues for employment. The Prime Minister's Employment Generation Programme and initiatives focusing on micro, small, and medium enterprises strive to instil economic self-reliance in the youth.


Concurrently, programs such as Craftsman Training through Industrial Training Institute and Pradhan Mantri Kaushal Vikas Yojna concentrate on refining skills. The National Youth Policy underscores the significance of a comprehensive approach, highlighting the necessity of creating opportunities for youth to enrich their capabilities and make meaningful contributions to society. Together, these endeavours construct a thorough framework addressing various aspects of youth empowerment, spanning education and skill development to employment and entrepreneurial pursuits. The article aspires to serve as a comprehensive guide, unravelling the layers of each policy and program to foster a profound comprehension of their collective contribution to youth development in the country.


National Youth Policy, 2014: Fostering Youth Empowerment and Holistic Development


The National Youth Policy, 2014 (NYP-2014), a cornerstone in India's commitment to youth development, has proven instrumental in shaping a generation that contributes meaningfully to the nation-building process. Launched in February 2014, NYP-2014 replaced its predecessor, the National Youth Policy of 2003, and has since been a driving force in nurturing the potential of the country's youth.


One of the key outcomes of NYP-2014 lies in the realm of skill development and entrepreneurship. The policy has facilitated the creation of a skilled workforce, aligning with the imperative of a 'Skilled India.' This emphasis has not only contributed to individual growth but has also bolstered India's position in the global community.


In the domain of education, employment, and skill development, the policy has laid the foundation for a productive workforce capable of making sustainable contributions to the nation's economic development. Through initiatives focusing on health, sports, and the promotion of social values.


Moreover, the policy's emphasis on community engagement, participation in politics and governance, and inclusion has led to increased civic awareness and engagement among the youth. NYP-2014 has worked towards building a society that values diversity and ensures social justice by supporting marginalised youth and creating equitable opportunities.


As a comprehensive and dynamic policy framework, NYP-2014 has not only empowered the youth individually but has also catalysed a collective force capable of steering India toward progress and development. By aligning with the changing landscape of skilling, entrepreneurship, and socio-economic challenges, NYP-2014 is a testament to India's commitment to fostering a generation of empowered, responsible, and visionary youth.


Rashtriya Yuva Sashaktikaran Karyakram (RYSK): Empowering Youth for National Development


Rashtriya Yuva Sashaktikaran Karyakram (RYSK) is a scheme by the Ministry of Youth Affairs and Sports. It has embarked on a transformative journey from 2021-22 to 2025-26 with a substantial budget allocation of Rs. 2,710.65 Crore. This commitment underscores the government's dedication to fostering the holistic development of the youth, aligning with the objectives of personality development, leadership cultivation, and active participation in nation-building activities. The scheme, a flagship Central Sector Scheme of the Ministry of Youth Affairs & Sports, targets youth aged 15-29 years, adhering to the National Youth Policy of 2014.


RYSK operates through seven sub-schemes, including Nehru Yuva Kendra Sangathan, National Youth Corps, and the National Young Leaders Programme, covering diverse aspects of youth development. With over 50.34 Lakh youth volunteers enrolled in NYKS alone, the program spans 623 districts, actively engaging the youth in various developmental initiatives.


The primary objectives of RYSK are to motivate youth towards excellence, and promote national integration, adventure, leadership, personality development, and the empowerment of adolescents. The program's scope encompasses skilling, Atma Nirbhar Bharat, COVID-19 awareness, disaster risk reduction, and youth-led initiatives like the Fit India Movement and Clean Village-Green Village-Catch the Rain.


In addition to fostering individual growth, RYSK contributes to national projects, including the Namami Gange Project, the Investor Awareness Programme, and collaboration with UN agencies. The creation of the National Yuva Volunteer Registry, with an allocated fund of Rs. 41.60 Crore, aims to streamline volunteer mobilisation and enable real-time tracking of volunteer work across the country.


The RYSK Scheme has successfully organised events such as the National Youth Parliament, International Youth Exchange Programs, and various summits. As part of the "Azadi ka Amrit Mahotsav," the Ministry engaged over 98 lakh youth volunteers in a Clean India campaign, demonstrating the youth's commitment to volunteerism.


With its leaner structure, simplified approval processes, and continued commitment to good practices, RYSK stands as a beacon for youth development and empowerment, contributing significantly to India's progress on the global stage.


National Service Scheme (NSS): Nurturing Youth for Community Service and Nation Building


The National Service Scheme (NSS) has been fundamental in the development of youth personality and leadership since its inception in 1969. The Government of India, recognizing its pivotal role, has decided to continue the NSS over the 15th Finance Commission Cycle (2021-22 to 2025-26) with an allocated budget of Rs. 1,627 Crore.


NSS operates with the overarching goal of engaging youth in community service and nation-building activities. Its objectives, rooted in the ideals of Mahatma Gandhi, include fostering a deep understanding of the community, self-awareness, and a sense of social responsibility among volunteers.


Volunteers actively participate in addressing social issues through regular and special camping activities. The NSS focuses on evolving issues of social relevance, covering literacy, education, health, family welfare, nutrition, environmental conservation, social service, empowerment of women, and economic development activities.

The outcomes of NSS are profound, as it empowers youth to identify and solve community problems, instil a sense of civic responsibility, and equips them with the competence required for group living. The program's impact extends beyond individual development to community upliftment, contributing to the broader goal of nation-building.


In conclusion, NSS stands as a dynamic platform shaping the character of student youth, aligning with the nation's ethos, and responding to the evolving needs of communities. With its continued implementation, NSS remains a catalyst for cultivating socially responsible and competent leaders, essential for the progress of the nation.


Rajiv Gandhi National Institute of Youth Development (RGNIYD)


Established in 1993 under the aegis of the Ministry of Youth Affairs and Sports, the Rajiv Gandhi National Institute of Youth Development (RGNIYD) stands as a pivotal institution dedicated to the comprehensive development of the youth in India. Located in Sriperumbudur, Tamil Nadu, RGNIYD has been a significant force in shaping youth leadership and social responsibility.


RGNIYD operates with a set of key objectives, including the development of youth professionals, promotion of research and training in youth-related issues, dissemination of knowledge, and providing a platform for dialogue among youth organisations.

The institute implements its objectives through academic programs, training initiatives, and research projects. With a diverse range of postgraduate and doctoral programs, RGNIYD has produced a skilled cadre of youth leaders. The institute conducts numerous training programs, workshops, and seminars, collaborating with national and international partners to enhance the impact of its initiatives.


The Rajiv Gandhi National Institute of Youth Development (RGNIYD) has emerged as a powerhouse in youth development, boasting a substantial impact on various fronts. With a commendable track record, RGNIYD has produced over 4,000 alumni who have become skilled youth leaders, making significant contributions to leadership initiatives throughout the country. The institute's commitment to advancing knowledge is evident through its publication of over 500 research papers and the undertaking of 150 research projects, which have played a pivotal role in shaping the discourse on youth-related issues. RGNIYD's global perspective is reflected in its collaborations with 75 national and 25 international organisations, illustrating a commitment to broadening its influence and fostering diverse perspectives on youth development. Through its multifaceted programs, RGNIYD has empowered more than 10,000 youth, not only imparting skills but also instilling social responsibility and leadership qualities. Collectively, these achievements underscore RGNIYD's vital role in nurturing a capable, responsible, and empowered youth population, contributing significantly to the overall development of the nation.


RGNIYD's commitment to youth development, backed by factual achievements and impactful outcomes, positions it as a key player in shaping the future of India's youth. The institute's continuous efforts underscore its significance in the landscape of youth development initiatives.


The Prime Minister's Employment Generation Programme (PMEGP) 


The Prime Minister's Employment Generation Programme (PMEGP) stands as a significant initiative aimed at addressing the critical issues of unemployment and underemployment in both rural and urban areas of India. Launched with a multi-faceted approach, PMEGP seeks to foster sustainable employment opportunities, encourage entrepreneurship among the youth, and contribute to inclusive development.


The primary objectives of PMEGP underscore its commitment to creating a robust and inclusive employment ecosystem. Firstly, it aims to foster the generation of sustainable employment opportunities in diverse geographic settings, recognizing the unique challenges faced by rural and urban populations. Secondly, PMEGP endeavours to encourage entrepreneurship and self-employment, particularly among educated youth and traditional artisans, thereby nurturing a culture of innovation and self-reliance. Thirdly, the program facilitates the establishment of micro-enterprises by providing financial assistance and support, addressing the critical need for capital that often impedes the growth of small businesses. Moreover, PMEGP places a strong emphasis on promoting inclusive development by focusing on marginalised and underprivileged sections of society, ensuring that the benefits of economic growth reach those who need them the most. Finally, the program aims to boost overall economic growth and reduce unemployment rates by fostering the growth of small enterprises, recognizing their pivotal role in the economic landscape.


PMEGP adopts a strategic approach in prioritising sectors with high potential for employment generation, such as manufacturing, service, and agro-based industries. The program gives preference to projects with a higher potential for creating long-term and sustainable employment, aligning with its commitment to fostering lasting economic impact. Furthermore, special emphasis is placed on projects proposed by women entrepreneurs, SC/ST, OBC, minorities, ex-servicemen, differently-abled individuals, and those residing in backward areas. This prioritization aims to address historical disparities and create an inclusive economic environment. The program also encourages projects that align with the broader economic and developmental goals of the government.


The effective implementation of PMEGP is facilitated through a network of key agencies, including the Khadi and Village Industries Commission (KVIC), Khadi and Village Industries Boards (KVIBs), and District Industries Centres (DICs). Entrepreneurs interested in benefiting from PMEGP can submit project proposals to these implementing agencies for financial assistance. The agencies meticulously evaluate these proposals and provide loans and subsidies according to the program's guidelines. Regular monitoring and follow-up mechanisms are in place to ensure the proper utilisation of funds and the successful implementation of projects.


PMEGP has yielded several positive outcomes since its inception. Micro, Small, and Medium Enterprises (MSMEs)


Micro, Small, and Medium Enterprises (MSMEs), The Ministry of Micro, Small, and Medium Enterprises serves as the executive authority within the Government of India. It functions as the highest administrative body responsible for developing and implementing policies, guidelines, and legislation pertaining to micro, small, and medium enterprises (MSMEs) in India. This is the backbone of economies worldwide, playing a pivotal role in fostering socio-economic development. These enterprises are vital for job creation, poverty alleviation, and fostering innovation. This essay explores the objectives, implementation strategies, and outcomes associated with the promotion of MSMEs, emphasising their crucial role in driving inclusive growth.


The promotion of MSMEs is driven by several key objectives aimed at creating an environment conducive to entrepreneurship and ensuring inclusive economic growth.

Positioned to bridge the gap between theoretical knowledge and practical skills, ITIs address the burgeoning demand for a competent workforce. The implementation of craftsmen training through ITIs is guided by specific objectives aimed at contributing to the socio-economic development of nations, yielding tangible outcomes that benefit individuals, industries, and the overall economy.


The primary aim of providing craftsmen training through ITIs is to equip individuals with the technical skills and knowledge necessary for gainful employment across various industries. These programs are strategically designed to empower individuals by cultivating an entrepreneurial mindset, enhancing skill sets, and fostering economic independence. This essay delves into the core objectives, implementation strategies, transformative outcomes, and challenges of ESDP, emphasising their pivotal role in shaping resilient and empowered communities.


Objectives of ESDP:

We have a huge youth population, with a staggering 65% population lying below the age of 35 years, which remains unmatched by any other country. This dynamic group has an abundance of latent creativity, inventiveness, and fortitude. In order to fully realise this enormous potential, we must direct their energies towards positive endeavours and give them the resources and platforms they need to express themselves. 


The foundation for empowering our youth is education. The foundation of India's future will be having access to high-quality education that is adapted to the changing demands of the twenty-first century. If the right set of resources is used for upskilling the youth, they can become the biggest asset for the nation. In a world that is changing quickly, economic progress is mostly driven by innovation and entrepreneurship. The younger generation has the potential to lead the development of a thriving startup environment that promotes technological progress, economic inclusion, and job creation. Some of the significant steps taken by the government in this area are:


  1. Ensuring Universal Access at All Levels of schooling from pre-primary school to Grade 12

  2. Exposure to vocational education in school and higher education system

  3. Increasing GER in higher education to 50%

  4. Establishment of Academic Bank of Credit

  5. Setting up of Multidisciplinary Education and Research Universities (MERUs)

  6. Setting up of the National Research Foundation (NRF)


In order to ensure the holistic development of the youth population, health is also a crucial area for the government to provide support. The government has launched many schemes and policies for the overall development of the adolescent and young population. Some of the very famous schemes include- the Peer Education Programme, Weekly Iron Folic Acid Supplementation Programme (WIFSP), Scheme for Promotion of Menstrual Hygiene among Adolescent Girls, etc.
